Ignore that guy. There are other reviews from people who know what they are doing and performed capacity tests, and it provided more than 80% of the stated value, which is all you can expect from any of these devices, regardless of brand.

I won't buy this brand again. Mine stopped working after limited use and only 5 months. I tried to start a warranty claim and they ignored me.

The vast majority, if not all, of these portable power banks and all phones use 3.7v lithium cells, in either a single large cell or multiple in parallel. But, yes, mah alone doesn't tell you anything of value.
