According to a member on another thread of this seller: "They're a legit seller. I bought an M1 Max Studio 64GB from them earlier this year and I was able to get Applecare on it. I had to have iPower send over a PDF invoice that included their name, address and machine serial number, uploaded it to Apple Support and they updated the purchase date so I could register it with Applecare."

Other people reported they couldn't get Apple care on newer ones. These are sketch, I'm guessing factory qa rejects. I worked AppleCare, never had a device with a 1978 purchase date like these have the entire time I worked there. There is a process for updating the purchase date if it's incorrect like was posted. But the fact that all of thm are like that means these are sourced in a sketchy manner and I wouldn't bank on Apple care adjusting the purchase date.

There is no warranty, and they state they can't be serviced by Apple. You get a discount because these are sketchy.

In for 2, Apple care is useless. I upgraded the storage from 512g to 4TB for my M3 mcp in Shanghai for like 2 years now. It has no issue at all, and that costed me $250 only. Super cheap to fix mcb in Shanghai.

The item is new/sealed, but the machine is not AppleCare eligible.
These machines are considered to be overstock product, which Apple is liquidating directly to wholesale buyers for resale. Sometimes, these machines are available when new models are coming to the market, or when inventory levels are too high. Because the product is being sold via the secondary market, Apple will not offer their standard Limited Warranty (or AppleCare+). They fully back the product with an inclusive one year hardware warranty, and offer a three year extension for $199.

Yes, Amex will honor the credit card's extended warranty on purchases made from non-Apple authorized dealers. The Extended Warranty adds up to one extra year to the original manufacturer's warranty, as long as the original warranty is five years or less. You must purchase the item with an eligible American Express card to qualify.

FWIW a few bad reviews when you search iPowerResale on Reddit when it comes to longevity of the machines and how often they break despite being newly sealed.
