If you're looking for an affordable, light-duty carry-on that can act like a backpack or for brief stints, then this might work for you. You're going to get what you paid for in quality and durability, so don't overpack it, as that will strain the already weak seams / zippers.

The product page suggests it can be stowed under the seat -- highly unlikely with a height of 21.5".

YMMV, but the backpack straps were quite uncomfortable even when modestly packed (20lbs total). I would not want to use this as a backpack other than what is minimally required to get to your destination. (airport, taxi/train, hotel), so if your travel requires you to carry the backpack for some hours, I can't recommend this.

If you're willing to spend ~$50 more for significantly better quality, consider something like the tomtoc 40L backpack (T66M1D1) when it goes on sale.

People flying budget carriers that don't charge for a single under seat bag, but charge a bunch for an carry on roller-bag in the overhead bin.
Lots of folks do the single bag thing to get cheap flights on Spirit, Allegiant, Frontier, etc.

Offcial dimension on frontier is 18x14x8, this is a bit too large

Not sure about weak seams... I've owned this exact pack for almost 8 YEARS and it's held up very well! It's actually a great travel pack with the benefit of being able to wear it unlike traditional luggage. Yes it's not the most comfortable while wearing it, but what really is when you have 25+ lbs packed into it? I've filled it to the brim using the expansion and zippers and seams all hold up excellently. What you get and pay for it is a deal on something that's great quality when you might expect less for the price. I use mine 1-2 times a year but for a week or more at a time when I use it and toss it (literally) up into the rooftop cargo box on my car. I'll add that when I bought it 7 1/2 years ago, I paid $48 for it then, and it was about the cheapest option of it's type at that time and still well worth what I paid for it.

Sounds like we bought it around the same time! Makes me wonder if it was a Slickdeals HotBuy, since, as you point out, these types of bags didn't exist back then. Since then, I've bought an Osprey Farpoint 40 and Porter 30, and both are the type of bags you can fit 40lbs into, have zero concerns about durability, and hike 10+ miles in comfort.

This bag isn't that - none of the seams have come apart, but when I fully packed 40lbs in lieu of a traditional carry-on, I could see the strain on the seams as they started to shear. I stopped doing that, and as long as reasonable expectations are kept, it's perfectly fine for infrequent use. Both of ours have lasted 8 years just fine.
