The other version "post consumer recycled" is eligible for NJ but does not have a coupon attached.
As a workaround, I usually send it to a NYC address and bring it over to NJ. Inconvenient, but works.

Here's my receipt. The screenshot of the 30% I don't have because it disappeared after I used the coupon. Two posters above got the similar price as I did (around $11 plus after tax), Btw, this is for the 200 Count bags
