I'm using a family members series 5 cellular and it's down to 81% battery health. Eventually apple can replace it out of warranty for $100. Better to get replacement or buy se3?

This is pretty unlikely.

That said, the OP says this is a 2024 model, which I do not believe exists. They released the SE2 in 2022 and the SE3 in 2025.

The OP's reference to the year's correct.
Though SE2 was officially released in 2022, Apple kept manufacturing the same year over year. Apple Watch SE 2 (2024) refers to the SE2 models that were manufactured in the year 2024.
Some retailers still kept selling SE2 at $150 or below specifically during holiday season, but those were manufactured in 2022 and been shelved for 2+ years. Unfortunately, such devices suffer battery degradation faster due to its long shelving and its generally recommended to stay away from such items if you're intending to hold on to the device for more than a year.
