if memory serves, means that the laptop compartment zips enough so the compartment lays flat so you don't have to take the laptop "out" of the backpack during xray/scanning.

not sure if it still is or not, tho.

That is correct - if you are going "by the book". However, from what I've observed (mostly on United), people have been lugging in CHECKED BAG sized luggage into the cabins just to avoid paying the checked bag fee. And airline staff let them in most of the time!

Domestic flight personal item sizes vary by airline, but a common guideline is approximately 18 x 14 x 8 inches (45 x 35 x 20 cm), which must fit under the seat in front of you

Matein makes a good personal item sized (18x13.5x8) bag with a laptop compartment that works for 17" laptops and occasionally appears here. It's normally closer to $30.

I have never had an issue with any backpack I have used. Invest the money in PreCheck which actually does make a difference.
