Yes I have a surface laptop 7 with similar processor.
Most stuff works great. Occasionally you will hit an app that doesn't work, like the MS store version of Roblox, but there are other versions you can use
The best thing about it is you never have to do a full shutdown. You can turn it on and off instantly like when you unlock your phone, there is basically no battery drain in standby
Performance on apps is good - operating system is super snappy; game performance is playable but not stellar, think like 30fps
Regarding the specs, 16GB is enough ram for the processor in these, unless you really have something that needs 32gb I wouldn't bother. For the Surface Pro 13" and Surface Laptop 13.8", the 12-core is not worth paying extra for because it is thermally limited and performs similar to 10-core, but if you get the Surface Laptop 15", the 12-core can stretch its legs and is significantly faster. The Surface Pro 12" and Surface Laptop 13" with the 8-core CPUs are both much slower than the 10/12core CPUs due the 8-core's GPU being much weaker.

On a technical level, yes, it's a good OLED panel. The problem is that Microsoft uses a specific digitizer that creates a terrible moire effect across the whole display which is particularly noticeable against white backgrounds.

YMMV on sensitivity, but I tried one of these out back in June as a potential device to consolidate my Macbook Pro and iPad--returned it in a week because the moire as driving me bonkers.

I would say the only reason would be whether the Surface Laptop 7 13.8" which offers similar specs, quality, size, and style is a better fit or not. The Surface Pro 11 13" is a pen-enabled (+$99) tablet that you can buy a matching keyboard for (+$99 - $399, depending on which keyboard). The Surface Laptop 7 13.8" comes with a better keyboard for about the same price but can't use the pen and no tablet mode obviously. Both are pretty similar though, so its really what you are going to use it most for.
So what it boils down to is, whether you 1) actually are going to use the tablet pen mode for art or productivity, or 2) really want an all-in-one device that replaces both a media tablet and a laptop, while realizing it is not quite as good as either of those things in their dedicated use cases - remember that the surface pro 13" is over 1.9 lbs, so its significantly heavier than an iPad, Samsung tab, or Pixel tab. If case 1) or 2) is what you want, then this is an excellent buy.

I think the biggest limitation for the surface pro 13" is the weight, everything else is great. But the pro 13" weighs almost 2lbs which is pretty hefty compared to other tablets

I have surface pro 11. It runs almost anything these days. Still have few issues with printer drivers though.

Yeah that's a good point. Like my Canon printer I couldn't use the Canon website driver, but using Windows "Find a printer" in Settings picked it up immediately - actually much quicker and easier than the Canon website install. However, the generic Windows driver doesn't have all the features of the Canon driver, its just a basic print driver.

I've had had the SP4, 5, 6, 7, 9. They've always had very high quality screens.
