Regular ratio for non-BestBuy gift cards is 100 points / $1.
Now select cards has 60 points / $1.
Almost the same as BestBuy gift cards 50 points / $1.

Better, but still worse redemption value than using them at Best Buy. $10 BB gift card costs 500 points. The "discounted" offers still cost 600 points for $10.

There are lots of promotions, like where you can spend a certain amount outside of BestBuy and get 5% bonus points, or sometimes a fixed amount, like $70 off a $XX purchase.
I use this card for bill payments.

Yeah, as op said above. This is a Citi card and they do the exact same thing on most of their cobranded cards (expect Costco).

But chances of ppl eating out or taking out coffee are more as compared to buying some thing at best buy which is already over priced as compared to many other electronic outlets

Best Buy price matches. I've never paid more for anything at Best Buy. Why would you have a credit card for a store where you don't want to buy anything?
