As far as I'm aware, you can't sign up for the "4 lines for $100" plan at an apple store, so you won't be able to get iPhones at the apple store. You'd have to order all 4 phones from t-mobile via the t-life app or the website, and that means they'll be locked for the entire 2 year EIP.
Edit: I MAY be wrong about that though. When I signed up for t-mobile I looked all over for info about the "4 lines for $100" plan and afaik the only way to get it (and get the 4 discounted iphones) is to buy all 4 phones from t-mobile at initial signup.

Thanks so much for replying. My apologies, I was not very clear in my intentions. I want to switch over to T-Mobile and want to get the 4 iphones at time of signup. But I do not intend to use the iphones as I want to continue using my phones. I was planning to use only 1 iphone of the 4 and sell of the remaining 3 and use the funds towards 3 new unlocked iphones and send them to my family abroad. But what I am worried about is by not activating the 3 iphones on the lines they were intended for would create an issue with billing credit that T-Mobile would give. I would love to have the deal to be able to get the free iphones at signup but primarily because I want to give them away
