You can buy a 3 month 5gb plan for $45 plus tax and fees, activate to become a customer, then buy the pro xl for $599 via your customer login. Should be around $650 net.

Does it have to be in use, associated with a Mint service for 60 days to unlock it?

My wife is on Mint but already has the Pixel 10P.

For $600 I wouldn't mind replacing my P9PXL but I don't have Mint.

Could she buy it, activate it, then switch back to her phone while leaving this in a drawer for 60 days, and still unlock it around New Years?

I don't think it matters if you're actively using the line or not as long as the phone is registered to the mint mobile line. Meaning the phone will be a paper weight for 2 months if you don't want to use the service. Once you unlock it, you can use it with other service providers.

Do I need to have an active account to get this? I have an account from long ago with no lines. Can I get this for $599?

Once it is unlocked can it only be used on GSM carriers or can it be used on all carriers. Is it missing any bands?

If you're a current customer you can login to your account on the mint site and shop for devices. You should see the discounted price. I got a pixel 10 pro for 499 that way.

Yup, I logged in but then somehow got logged back out right away but didn't notice. Went in through the app and found the deal (hence my edited post). 🙂

Mint accepted my credit card for buying a plan but did not accept my credit card for buying a phone

Needed a friend on mint to help me purchase the phone and then load my eSIM onto it

Yes but you'll need to issue a new eSIM twice, one for the new phone and once to go back to the old phone

I hope no one else has already said this. Google's having a huge trade-in for your phone. And it's unlocked.
