I called Verizon customer service, and they confirmed that as long as the phone is not opened and not activated, there will be no charges on the account.
So, if anyone wants to return a Verizon device because they cannot pay it off within a month, they can simply deny the delivery or return the unopened phone to Walmart.
In my experience, AT&T is much more flexible than Verizon when it comes to device payoff options.

CS reps are not very familiar with the reseller phones and activations. They just tell you from a script or responses. The line has already been created so ideally it should also get cancelled when the phone is returned to Walmart but that does not happen most of the times. You can deny delivery but you should check with Verizon after that the line has been cancelled.

SO simply refused the delivery will do it? It is way to risky to execute this deal.

Yes, you should. You will also need it to dispute bill charges when it does. It's better to open up an Verizon account with your email and then do add a number so that when the line is cancelled you still have access to the account for some days for the dispute etc by chat.

You can and should just cancel by chatting from the account .making sure line is disconnected right away and you have a record of the conversations

Once unlocked you can use any number on it. You are planning to cancel the line with ATT, right?
