Tried turned on/off airport mode on my old iPhone 13 but still no luck.

I am getting below error when submitting the unlock request on ATT as a non customer:
You can't unlock your device until your installment plan is paid off. If you pay off your device as part of your monthly bill, wait until the start of your next bill period to unlock it.
Want to pay off your device early? Make sure your number has been active on the device for at least 60 days. Then, sign into your account to review and pay off your installment plan. Wait 48 hours after you make your final payment to submit a new unlock request.

Any thoughts ?
I paid off the device and then did a esim swap. Waited for the ATT app to show the other device, but still getting the error.
