What sort of protection should one get if they don't need the extension but merely just to protect an electronic (rachio sprinkler controller in this case, which just stays "on" year round")?

If you want cheap garbage go with this. For something that actually protects, starts around $20. Monoprice has decent versions.

Just checked on Amazon site. These have an Intertek certification. As good as UL and is global. As a power strip, it is great for the price. Don't think of it as a Surge Protector, it is not.

2 foot cord seems to be the limiting feature to me. I use double stick tape to mount these to the top of my work tables in office and workshop areas, not sure I can make it to outlet with only 2 foot cord. I do like the right angle plug, all should be right angle plugs IMO. Oh, what the hell, it is only $5, I'm in!
