I've tried the Apple TV app on multiple devices and it always looks the best on the Apple TV 4K streaming box. Not sure why but I do notice a difference in picture quality

Might look just as good on a MacBook. With the Mac mini it would probably look just as good if you had a good monitor with a good display. I've never tested those but I can tell you for sure that 4K movies on the Apple TV app on the Apple TV 4K 3rd generation looks fantastic.

For those of you that are on the fence about buying this 4K version I can tell you right now it looks incredible. It's like watching the movie for the first time all over again!
