As far as safety, that is kind of up to the person in control of the bike. You can go as fast or slow as you like and where you want to go. I give my kids rides, but only around local streets when/where there is very little to no cars and never go full speed.
P.S. My second passengers are not two/three year old's like the one in the Aliexpeess picture lol

Regarding insurance, anyone buying one of these should look into their homeowners/rental policy as there are very specific requirements for coverage when storing batteries like this, and these batteries are prone to failure and when they fail it is catastrophic. Specifically, most policies exclude coverage for any li-ion battery that is not UL listed, and for those that are require separate, fire safe storage and charging. I have two customers that have had house fires due to e-bike batteries blowing up, one lost a barn, the other lost his garage and 50% of his house. Luckily nobody was hurt in either instance, but tragically two pets were lost. I also had a customer who was driving from Maryland to Florida on a hot day with the bike on a rack on the back of her car when the battery exploded in the sunlight, as she crossed a bridge. She pulled over as soon as she got to the other side and got herself and her dog out before the car was totaled.
The other consideration is that this bike exceeds the legal speed and power defined for e-bikes in many states, and as such if there was any type of accident or injury to someone using it, coverage would again be denied as it is now supposed to be registered as a motor vehicle (many states, not all, check your local rules).
Subjectively, these bikes ride lack crap, have terrible, twitchy handling, are heavy as sin, they come out of the box un-tuned (brakes/shifting need substantial work to get close to functional) and most shops will refuse service and not even let it in the door to protect themselves from being part of the liability chain.
