Not much love for this anymore. Any upgrade from 12th or 13th gen is marginal. Some instability chatter even with the latest bios but it seems to be more isolated now.
For a new build I don't see any issue if your time horizon is 4+ years before the next upgrade. Just good luck finding affordable DDR5 memory.

No, it is actually an above marginal upgrade from 12th gen especially with the extra cores with a nice bump in IPC as well. This i5 is faster than the 12th gen i7. Can also get a DDR4 board with this but that RAM isnt exactly affordable these days either...
