Can the sim be moved to other phone after activation. I would like use my iPhone instead and pass this on to family member after 60 day unlock.

Phone Number and Balance is not tied to the phone after initial activation of service plan bundled phone. Tracfone does not allow swapping the same SIM card between phones, each phone needs its own SIM card. In order to transfer the service to your iPhone it would require a Bring Your Own SmartPhone SIM kit (MSRP $5) or if your iPhone IMEI is eligible you could activate using the iPhones eSIM capability and save the $$ on the SIM kit.

Unless the policy has just changed that's not correct. TF doesn't know when you purchased it from QVC/HSN. I've activated bundles like this many months later.

They don't restrict activations to 60 days.
I just activated a purchase from 6 months ago, no one pays attention. You're giving TF too much credit. 😀

(BTW - if you ask support both QVC & HSN say 1 year to activate which is what it's been for several years, nothing has changed except that AI often gives incorrect information)
