Can't find kilz 1 at HD, but looks like Walmart's clearance price is just HD's regular price, at least for the kilz 2. Maybe wait it out and Walmart's price could drop more.

Not a fan of the water based Kilz. It bubbled and peeled the paper on the drywall. Oil based is the way to go if you can find it, just be sure to be able to vent the area.

What is the longterm (finished product) downside, if any, to oil-based versus water-based?

We've used both and oil based was necessary for a room that prior tenant kept pets in and had a strong ammonia/urine issue. Otherwise both have held up equally well with no noticable difference. I would recommend the oil for high stains, dark pre-existing paints, or certain textures/surfaces, but by and large for general use I would personally choose water based kills whenever possible. Easier to do, not as much venting needed so good for interior rooms. I have not had experience putting this straight on to drywall but putting over existing paint both work just fine

Not sure of the pros\cons to using oil as a drywall sealer for fresh work. I've always just thrown on a latex PVA primer\sealer and never had any issues. If the wall is fresh and clean, no sense in the extra headaches of working with oil (assuming you will be putting latex paint down).
