It's the Fire Tv Stick 4k "Select" that doesn't allow side loading. This one is the 4k "Plus", which is a rebrand of the 2nd generation 4k, which is still Android based so you should be able to side load with this one.

Max has slightly faster CPU and GPU, but the biggest difference is probably the MAX has 16GB of storage while the plus has 8GB.
