[UPDATE] Never mind I found the answer - it's because AT&T unlock request is made as "Not a current AT&T customer". Got it.
Yes, which is okay if one doesn't have Target red card and wanted the latest phone. If it was $500 different story.

You still have to trade in a phone - right?
I am a new customer for AT&T and I got the phones today and paid off also.
I have completed sim swap few hours back. I can confirm that 17 Pro are no longer showing on the screen.
Now when I am raising the request for unlock - they are claiming that I still owe the money.
How do we unlock this since we lready paid? Do I need to wait for certain days?
I want to unlock this phones and close the lines?
Any help is really appreciated.
