One comment shows they use it for tactical training but these pants would be beneficial for trades people such as plumbers, carpenters, gardeners, mechanics, etc., where it helps to use knee pads because these pants have two knee pockets. While you can certainly use a knee pad with the velcro attachment it is much is easier to put your knee pads in your pants and not have to worry about them slipping off while you walk/work.
All that said, I wish the knee pads were included but it does not look like that is the case here. However, for a couple more dollars you can buy the knee pad inserts separately.

First time getting pants like this. I use warp-around knee-pads, and they're awkward and slip off half the time. Can you recommend what kind of insert would go into pockets like this?

So, I haven't purchased these Wrangler made pants with the knee pad pockets but I have purchased the similar Duluth and Timberland pants which both had knee pad pockets.
The pads I had for the Timberland pants were the: https://www.timberland.com/en-us/...B0A3T6I827

The Timberland inserts were stiff and rigid but it didn't move or shift while working. Not the most comfortable but it did it's job. The Duluth was not as thick nor hard but it allowed for more movement as it had folds that contoured to your knees.
As far as these Wranglers are concerned, when you scroll down on the Amazon link posted it shows you a number of choices to go with. Also, if you go to "Reviews & questions"portion of the site, then "Looking for specific info?" and type in "knee pads" it lists a few options for the pads. That section also highlights the reviews pertaining to knee pads specifically.
I wish I had more information but like you, using the wrap-around pads would slip off or even end up on the back of my knees and I had to adjust them all the time too. So, from my experience with these knee-pocketed pants, they are a great relief.
