By orbital, am I wrong to assume they mean random orbital? Or it literally just spins? So different movement than oscillating multi-tool?

If you find yourself needing to sand tight corners where the m18 can't reach, then this is nice. Mostly used in finer woodworking projects.

Oscillating means it swings back and forth in an arc around the center pivot. Orbital means the whole head orbits the center pivot, but the head does not rotate. Random orbit means the head orbits the center pivot but also rotates the pad at the same time, so the abrasive grains don't follow a pre-determined course. Edit: random orbital is also sometimes called Dual Action, since it kind of combines rotary (just turning in a circle like a grinder) with the orbital action.

If you have ever used a sanding attachment on an oscillating tool you'd find that it generally does a pretty horrible job, leaving arc-shaped scratching in your wood. The pads burn out quickly on the edges and barely do anything in the center (the grains move a smaller distance the closer they are to the center of the head).
Orbital will be far and away better for actual finish work than oscillating, but is more prone to creating "pigtail" curly-q shaped scratches than random orbit sanders. This tool would be ideal for sanding very small areas, especially butting up against vertical surfaces like molding.

I haven't, but I wouldn't want to. The plastic is so thin you want to take it slow. I tape around the edges with painters tape to protect the paint, then work through the grits wet sanding from about 1000 grit to 3000. Then, finish off with Meguiar's PlastX.
