I didn't want to risk the offer no longer being available by waiting until December 1st, in the event that I might have been able to use my Chase Freedom card (though PayPal offered me to use my bank account, which I picked...though I regret a bit not trying a credit card), particularly given that the offer T&C state that the offer period started in early October.

It says the "4 payment thing" is a "soft-pull" on your credit report because they will have to decide whether they will approve you on the 4-payment thing.
