For ease of use, I recommend something solar/eco-drive, or an automatic if it'll primarily be the only one worn, or worn every other day. I'm done with replacing batteries, so I don't consider any of those options no matter how nice or how good a deal.
7" wrist is on the smaller end of the scale; I'm about 7.25-7.5 but I find anything from 40mm-43mm is my preference.

I'm not sure what he likes, but something worn every day with solar feature would be nice, but I would go with your recommendation since you seem to have a lot of experience with watches. The budget would be around $400 or less. If there's a lower price, that would be a bonus.
For $400 you can get some very nice watches. This puts you squarely in the nice Citizen/Seiko/Orient/Bulova/Tissot/Mido range and you can also find Swiss Made autos at the top of this range as well, like Certina, Alpina, Hamilton. I like a watch with at least 100M water resistance just so I don't have to worry about getting it wet at all, and a sapphire crystal is nice but not absolutely necessary IMO.
I put together a quick search list together at jomashop. Take a look here, sort by price (either up or down depending on how much you actually want to spend), and pick one you like.

Orient Bambino's are beautiful, classic looking watches IMO. But they seem to only offer Mineral crystal and 30M WR.
I've been on a green dial kick lately, and this Seiko Presage really caught my eye:
