The BIN on these cards last time was 451129, but that may have changed over the past couple of months. Staples processes their own gift card purchases, so paying with a card that earns well at office supply stores is the best way to get rewards off of these.
The limit is 5 in theory, but 4 in practice; the fee is present in cart as part of the subtotal before the discount kicks in, and Staples will not sell more than a $1,000 subtotal of gift cards in a single transaction. As such, throwing five $200s into your cart will show a message from Staples asking you to remove items from your cart before you can continue.

The same thing just happened to me. I'm not sure if it's because I can't register the cards - the website just gives me an error "We are unable to process your request at this time. If you continue to receive this error, please contact Cardholder services by calling the number on the back of your card."
The limit on this deal is 5x $200 gift cards. With the Chase Ink Business card, we can get 5,000 points. It only takes as little as 25,000 points to travel one way to Asia on a ticket class that is about $650 cash price. So, the 5,000 points is worth as much as $130 to me.
I can use these Visa gift cards at Costco, to pay for my kids activities, etc.
There is always a line on Sunday at opening at Staples whenever there's these no activation fee deals on Visa and Mastercard gift cards. Every one of these folks carry the Chase Ink Business card. It's like Pokemon cards, haha.

Same for me. I bought 4 Gift cards. So place 4 Costco orders. For first two I got the gift card but for last two got cancelled. I don't think I can use the card anywhere else anymore as my funds are now in pending status.
The wording on the item page on Staples website says 5 per customer. Not a transaction limit or anything. So, I guess it's 5 total during the promo period. I'm too hesitant to try for more than 5 in case they get cancelled or my card gets flagged, hah.
