Not a great deal at $30. It's a great value if at $20 or below (a few recent deals were $18). Cement-filled and ok if you're just beginning to weight train.

What's wrong with cement filled?

Probably fine for beginners, but if you're used to gym-quality dumbbells, you'll be disappointed. The hand area is narrow and the large plate is tall (hits my forearms. Also the bar diameter is relatively small for my big sandwich claws. The plates also shift and move during the movement which is distracting. And if you drop them enough times, the concrete will turn to powder.

Agree, don't start with these concrete 1" things. Start with 2" sleeves and stay there. Watch for sales under $1 a pound for dumbbells and weights or adjustables.
