Thats because GPUs have been selling above MSRP and many of them, even the Intel B580, have been out of stock. So instock and below MSRP is a deal for many.
I tried to buy one of these months ago and could not find one at MSRP or in stock. Had to spend more to get a 9060xt but was able to find one at MSRP.

It was in stock for a while before I finally bit on the B580. And fun fact, I've been watching the GPU market for a while cuz I needed the GPU for my racing sim rig but also need a new one for my HTPC and the B580 has been consistently in stock. Maybe you need to check more than one site? B&H has had them for as low as 235 free shipping...best buy has had this one and the intel one consistently in stock and price match...Micro Center has had them en masse... Idk what to tell you and you may not want to believe it, but these B580's have been consistently in stock for a while at or below 250.

Intel figured out their supply issue in what, July-ish? It's been at least 4 months since they flooded the market with these and did their initial gamer days promotion and you can see inventory trackers showing them readily in stock since mid June. Google is your friend.
