Solar panel on powerbanks is useless.
this is a very dated and slow charger.
max output is 12 watts

Any solar power panel on a powering will be useless. For a 10,000mah bank with a decent panel would require about a week to 2 weeks of 10-12 hours of sunlight, no clouds. No shadows covering panel. The bank would also heat up and ruin the battery

so a 20k bank you are looking at 3 weeks to a month to charge using solar

We have a few of these packed away for emergency use when the power goes out. Check the charge once a month and top off if needed. Have worked well for them purpose so far.

Wouldn't recommend leaving a cheap power bank in your car in a location to power your dashcam 24x7.
Where I live that would be a fire hazard. Assuming that setup would even work.
