The MiniLab 3 Limited Edition Orange $68 would go along great with that if youre looking for a cheap setup.

The MiniLab 3 seems to be a controller, so this is only like a keyboard which is used with virtual instruments. It doesn't say it comes with any instruments on the desciption. There are a lot of free VST instruments on the web. You can also purchase these. So that's the keyboard controller.
The MiniFuse is an interface. That's separate. You need that in order to get the virtual sounds to play from the computer through speakers/headphones or to input something into the computer like a mic or a guitar.
Yes, you need both. Personally, I don't like little controllers like that Keylab with only 25 keys on it. I guess it's ok for a child. I wouldn't buy one with less than 49 full keys for myself.
I have no personal experience with Arturia hardware, but I use the hell out of their software products and have every VST keyboard they make (like $1000 worth). They are a well respected brand. I almost bought one of their interfaces but ended up buying Antelope Audio instead due to a deal at the time. I would not have a problem buying one of their hardware products though.

Please help me understand how this works. The Arturia MiniLab 3 comes with a USB Cable (C/A) and the listing says "USB-C MIDI connects to computers and MIDI Control Center". There is also software and sound samples included. If the goal is to just use the controller with a PC what is needed is included isn't it? Why is an interface needed?
You use interface to record analog sound into its own tracks.
Minilab 3 also come with Ableton Live Lite. Maybe check out some youtube vid.

I know the Arturia AudioFuse was well regarded by people that had them.
It's obviously a big step up in price from Behringer or even Arturia cheaper offerings.
I'm still waiting on that rumored Behringer Poly 8, the only hardware synth I'm interested in.
