Should support 25W Super Fast Charging 1.0 but may struggle to deliver anything close to 45W Super Fast Charging 2.0 depending upon the device given the limited current rating for the PPS mode (5V - 16V @ up to 2.8A). Note that some 45W SFC devices require >3A support whereas others can leverage higher PPS voltages and, as a result, require lower currents for SFC 2.0. The Belkin charger modes supported are well documented on this Amazon review:

I bought one last time it went on sale, and I highly recommend it! It's so small, and it does Super Fast Charging on my Galaxy S23.

According to the Q&A on Amazon, Belkin said this charger is not GaN.

Most consumer laptops come with 65W chargers but the actually only need 45W to charge without any issues. I used to get ThinkPad 14's with the latest i7 processors for work, and they never complained about 45W chargers. Dell Inspirons complain but charge normally too. I think most Chromebooks only need 30W. Gaming laptops usually require 65W or higher power supplies.

Going even further, assuming you keep your laptop batteries even reasonably charged (so not drained to zero) plenty of laptop's exhibit actual power draw while in use and charging at 20W or lower. Admittedly, I'm not talking about gaming devices that are actively loaded, but truly the only problem with <65W chargers is specific to Dell laptops whose BIOS is defaulted to complain about them... regardless of need.
