I've been picking up Equate 32oz 91% isopropyl alcohol at Walmart - $4.00 locally and as far as I can recall that's normal price

70% is actually more effective as an antimicrobial/sanitizer because it doesn't evaporate as quickly increasing contact time.

Yes but if making a diy you are usually diluting with other ingredients so stronger is needed to remain effective
