How does an item go FP

Can someone explain how an item gets to be FP. There is a bin a lot of stupid stuff on the FP lately. Which is making your website look bad. Its getting where its useless. there needs to be some qualifiers.
Like Navy-wife posted tire inflator, that had 27 reviews, as coupon made it half off. That doens't mean its a good deal. All of the products from that vendor has low counts for reviews, yet it was only $3 more than a product that was also have off with 8k views.

this is not happening thing. They are pushing crap products to the front page. You don't put a tire inflator to the front page with 27 reviews.
We need a way to report this as they are dumbing down the real SDs.
