these put out next to zero air flow but produce a good deal of noise

Does the Shaper Image brand name carry any weight these days? It seems basically dead like Brookstone.

I got some of these the last time they were on sale. They don't move quite as much air as I'd like them to, but they can be useful (for things like keeping soldering fumes out of your face).
I'd intended to strip some out of their enclosures to use for a project or two, but the 'on' button is momentary touch button, so you can't (readily) get the fan to come on automatically when powered.
