I suspect those gift memberships don't have the same "must be a new member" restrictions but I'm not certain.
edit: took a photo of the sign in store today with terms:

Vaid only for members who purchase a 1Giftof Memnbership i in select participating Costcol locations Limit three per household. Nontransferable and may not be combined with any other promotion.
