Phones slow down for the same reason that your computer slows down and why hardware you bought 8 years ago cannot play the newest games and run the latest software the same way it ran games and software from when it was new.
My phone is slowing down. It's great that yours isn't, but all devices aren't the same.

Additionally, each program or app that you install and give permissions to will stay open, even after you think you've closed it. These take up available RAM, leaving less memory for the programs you want to use, and thus further giving you the feeling that your device is "slowing down".
To prove my point, go do a factory reset on your S23 Ultra. It will feel FAST again. The battery life will also improve if you don't reinstall all of your old apps.
