I was in Costco South Windsor CT today and they had signs if you buy Costco Gift of Membership you also get $30 Costco shopping card. No idea about other locations but you can call ahead and find out.

Valid only for members who purchase a Gift of Membership in select participating Costco locations. Limit three per member. Nontransferable and may not be combined with any other promotion. Members who purchase the Gift of membership will receive a digital shop card card by email within 2 weeks of purchase. Costco Shop Cards are not redeemable for cash, except as required by law. A Costco membership is $65 a year. An Executive Membership is an additional $65 upgrade fee a year. Each membership includes one free Household Card. May be subject to sales tax. Costco accepts all Visa® cards, as well as cash, checks, debit cards, EBT and Costco Shop Cards. Departments and product selection may vary. Valid at select U.S. Costco locations.
