Will it be able to hold regular Plastic Storage Bin Container that we get from Costco or HomeDepot?

The bottoms of the Costco's yellow bin containers are about 25" x 15".The tops are 31" x 22".


You should be able to slide them into these shelves. Of course the height of each shelf is adjustable.
