There is really no way to know who is doing it but I detest people who beg for a code and then turn around and ask for a $5 AGC. Whomever they are , I hope karma kicks them in the ass!

But to your question, it says "Limit 1 per customer." My partner and I (on a family YouTube premium plan) both received emails, with two different codes. I'm not sure what would happen if one of us tried to use both codes to make two different purchases, but if I interpret the wording strictly, that wouldn't be allowed. Or it might really be one phone per code and work fine; there's no way to know until someone tries.
I'm going to hold out and see if Google Fi (or Mint Mobile) sweeten the deal for a Pixel 10 Pro (non-XL - I'd take the Mint Mobile deal if the base 10 Pro deal returned.)
