I have those - really good, I love them. Feel strong, chew both through large copper or aluminum cables. Technically they can cut through a steel hanger cable, but this would bend the blade. They can be sharpened, although it is not the most straightforward way to do it. For $15 - it is a good deal.

I love this tool. The pliers are great. The wire stripper is accurate and consistent. Hugely helpful around the house for any electrical needs.

Confirming these have the spring-loaded handles that open upon releasing a latch (like the Klein)?

Yes you have to squeeze it together to lock it with a latch. Just used them today after buying them a few days ago. Very nice quality. Although cutting through 12/2 takes a bit of grip though (added a few outlets in garage)
