It's a Rockstar Launcher code, the only way you're going to get it on Steam is to buy it on Steam, but you'll still need Rockstar Launcher to play it so (IMO) it's actually worse to get it on Steam, because then you're dealing with double launchers to play your game.

I found out about the stupid double-launcher thing by accidentally getting Star Wars Battlefront II: Celebration Edition on Epic, and once it linked to EA, it now always opens both launchers when playing. UGH.

No, but you'll need to make an account, or login with Rockstar. That's all, Amazon just sells the license.
