So much fail in not only your title but the fact you keep on referencing Newegg "new prices" and reviews.
It's not going to be a newsflash for anyone here on Earth that any used/reconditioned products are going to be (and rightly should be) cheaper than new.
Regardless, they really don't even apply since there are (some) concerns on their refurbishment process.....which with liquid cooling involved, is valid.

180 days vs 3 years new on a water cool gpu. After 8 month and it starts to leak or pump die…. Good luck with the warrantey buying refurbished. If it was on aircool would be a different story

180 day warranty isn't good for liquid cooled card. Newegg/Msi store just had it on sale Brand New with 3 year warranty $1349.99 11-20 through 12-3
