Here is a nugget from the article after a customer filed a complaint with FCC:

...In its formal response to the FCC, Verizon's TracFone division asserted that it could apply the April 1, 2025, policy change to the phone that Roach bought over a month earlier. The carrier's letter to the FCC said:

We understand Mr. Roach's desire to use his device on another carrier's network, and we want to provide clarity based on our Unlocking Policy, which became effective on April 1, 2025. As outlined in our policy, for cellphones capable of remote unlocking (this includes most iPhones and some Android cellphones) that were activated with Straight Talk service prior to November 23, 2021, on any carrier network, the device becomes eligible for remote unlocking upon the customer's request after 60 days of active paid service......

You contact Tracfone customer service (chat or phone), ask them to rebrand phone to tracfone. They'll ask your IMEI # and maybe ICCID (sim#), and a few minutes later, it's done.

Collectively you can only order 4 phones from all Tracfone brands (TF/ST/Total) to one address within some time period like 6 months or something. If you exceed that count, you'll get an address ban for some time. If either the billing or shipping address matches it'll block the order. Your CC won't even get an authorization. The "we cannot process this order" error message or other payment related error messages are a symptom of this temp ban. I don't know the actual time frames though. Also if your orders start getting canceled mysteriously, you'll likely start to face an address ban on your next orders as well.

I placed an order last night for 4 phones and a tablet which went through and got the order confirmation. Then a couple hours later, I placed another order for a single phone and plan under another email address and also got a confirmation email for that order. Will see tomorrow if both orders ship.

Paid for Next Day shipping for both so hopefully they arrive before Christmas.

The ban is not immediate/automatic. The order confirmation is expected because you haven't triggered the ban previously. But before they ship they will go through manual review. When they do the manual review, they may (or may not) notice that you placed 4+ orders and put in the ban. If that happens you'll no longer be able to place orders at all to the address for some period of time. Actually for me it's more like permanent since I haven't been able to place orders to my home address for over a year now.

For reference here's an email I got. They say 2, but in reality it's 4. It's just that my total handsets ordered within some timeframe was greater than 4. For those who doubt the actual handset limit, it is at least 4 because it seems like a standard number across prepaid carriers. Metro also has a address-device limit at least for online orders. You'll also notice that the prepaid carrier promos often advertise discounts for up to 4 devices. More importantly I called Total and was told of a limit by a rep, but they didn't tell me how many, so I can tell it's 4+ by some inference.

I was wondering why I had 2x2 QVC Tracfone orders went through, then one additional order using new address/email/old billing address got canceled. This might be why.

Yup when I had my QVC TF orders canceled, it confirmed first then canceled days later. You may not even get a cancellation notice, just the order can't be looked up.
