I own the 145w model similar to this one. I bought it around August this year.
I charged it to 100% and used it a few times until it got to 50% and put it on the shelf.
I tried using it to charge my M4 macbook air and it wasn't able to. I then charged it back to 100% full and it started charging my laptop. I thought it was defective, but it may need a top up before use after "long term" storage or non-usage for high-powered charging.
when it was at 50% it was able to charge my iphone, just not my macbook - until I recharged the power bank to 100%

Maybe yours is defective, I've used it on my asus g14 and it has used every single % of the power bank. I don't recommend storing it with full charge as it will shorten its lifespan, if it's stored for a while keep it at 50% there's a reason why a lot of companies on all electronics stuff they don't sell their items with full charge batteries.
Now on 140w version I've had it for almost 2 years and it's been great no issues whatsoever, but it's already showing battery degrading
