Is this deal better value than the eBay Refurbished Acer 5070 deals from 7-10 days ago that were as low as the upper $1,100's for Satisfactory Condition to $1,349.99 for Certified Condition?

You missed out, those were just fire saled earlier this morning (additional $200ish off the original price). The "Good - Refurbished" was $970 and "Very Good - Refurbished" was $1039. Picked up a "Very Good".

Keep an eye out, seems like it's coming in and out of stock. Might be able to get one

Yea I saw that after I posted the comment. The certified refurbished is now down to $1,299.99 which is $50 lower. Given that the good and very condition grades of the PC sold out last week they may come back again even cheaper before the end of the year. That's what I am hoping for anyway.
