It MAY approach $20, but last year I played the waiting game into February and ended up paying $30, the best price at that time

I'd jump on it. No point to waste time and effort on keeping track of sales to save a couple of bucks. It is splitting pennies here, but technically, if you are due a refund of any meaningful amount, you may as well file early(ier) and earn an extra buck or two in a savings account or a CD.

Last year I think it got down around this price in Dec or Jan. I decided to wait to see if would drop and I ended up buying it in march for $25.99 (Deluxe without state). So at $20.99, I'm guessing this is about as low as it will get this year for the Deluxe version.

This is actually better than the BF deals. BF had a combined discount and coupon code to lower it to 50%. This seems to be $10 off and then a promo code for almost all versions at 50% off the lower price... so they're all $5 less than the BF price.
Two exceptions, and watch it. The basic one (see the chart, a little less than deluxe) is only $3 or $5 off and no 50%; the Deluxe and state shows two versions, only one shows that first $10, but the price is the same, and in addition to the keycard and download versions of deluxe and state (same price), there's another called a bundle version, appears to be the same thing but no discount (no $10, no 50%, and I don't even see anything bundled. I think it's a vestige of one of their recent bundles (the infamous VPN deal someone bemoaned here?), it's either a mistake or a trap for someone careless.

Installed the Windows download, but the program stops at the opening window. It won't give me an opportunity to input the passcode!
Uninstalled and reinstalled, no change! I've used Newegg for this same program for years with no problems...

I wanted to do that, but as someone else mentioned, last year I waited and waited and ended up paying $27, I think. I expect a substantial refund, due to solar credits and being able to actually itemize this year, so want to get 'er done.
