This one isn't that great. The trainers are great, but the Pokemon aren't synergistic. I bought it to try, but I'll switch to TR Ttar build. The Diancie is my vote as the best current precon.

You're saying, from a card collecting standpoint, this pack won't have any rares or any other cards the boy would want?

If he actually plays the game, this deck will have some useful cards for making his own deck but it is not very competitive right out of the box. If he just collects, it is unlikely this is what you're looking for.

Like other comments said, this is a pre constructed deck, not like those random booster packs. These are geared towards people who play or want to actually play the game

These "League Battle Decks" normally are a 90% complete version of a strong competitive deck but this one isn't the best. Has a couple of good generic cards like night stretcher but it's probably the worst league battle deck they've released because Rocket's Mewtwo isn't really relevant in the competitive meta. Anyways if you ever wanted to learn how to play, this is still perfect because you get an playable deck with an actual gameplan/strategy and a few useful cards you can use in other decks if you plan to play long term.

The answer will always be buy the singles. No sealed products except for the Trainer's Toolkit 2025. If you want to know which singles to get and which decks are winning tournaments, I highly recommend checking out a website called Limitless TCG.

Would this be fine for an 8yo who just wants to play for fun? He has never played before and just has a small amount of cards.

Yes, for $16, it gets him a deck that's ready to play out of the box. Good place to start learning - though whoever he battles against will also need a 60 card deck.
Most of the really competitive ones (Charizard EX, Dragapult EX, Gardevoir EX) are out of print and go for $50+ on the secondary market. If you can find a League Battle Deck around MSRP ($15 ea) any of them would be a fine starting point for a beginner.
