Probably because of the part that says limit of 400oz which is 2 XLs. They know some people would be bringing giant buckets without limits

Bag of Kirkland microwave popcorn is $0.34/bag. That's ~14.7 bags of popcorn for $5. 1 bag produces 10-12 cups of cooked popcorn. Conservatively, that 147 cups of popcorn. Large tub equates to 17-20 cups. Gotta fill it roughly 8.6 times to equal same of costco popcorn.
