ETA: Looks like thats because I have the target debit card,
"Special price for ¬circleTMcard holders³"
I have this offer too. I don't think the membership is worth it even for $49. The freebies are nice when there is stock available and occasionally no minimum free shipping but that's about it. I get no value out of this membership.

A few months ago, the Target 360 membership was $49 and it came with $50 in rewards. I passed. So I guess I'm not interested in it for free (and I pay for W+ and Prime).
