Just Sharing my experience with this seller and with this phone. I purchased this phone in 'excellent' condition but I received phone with many scratches. I talked to them and they denied to replace/exchange the phone. Yes, they are ok for return. I have wasted 2weeks time and energy on this but this may not be the case with every phone.

Fear mongering -- any eBay refurbished listing must offer free returns, so worst case scenario is you can just return the phone.

I didn't specify in my post but the phone isn't unlocked, it's a Verizon phone, that may be part of the reason it was so cheap (though I don't know why it would be permanently locked to Verizon, haven't looked into it).
