No. Totally wrong.
It's called Cuktech (pronounced CHOOK) because it was named after the inventor, Slobodan Ćuk, creator of the of the Ćuk Circuit in Power electronics (DC to DC converter that steps voltage while inverting its polarity). https://en.wikipedia.org/wiki/%C4%86uk_converter
Apparently this is the rebranded name for ZMI, a Xiaomi company. They have a really good reputation for using quality internal components and comparing favorably to Anker. If you don't mind the name, it should be a high quality GaN charger at a great price.
depends on the laptop. read how many watts your current charger provides. if it's 65, then yes. of its more, this may trickle charge it - or not at all.
I've been saying for years, if these companies just had better names they woudl sell 100x more products. Instead of CUKTECH, how about "Boost Charge" or "Volt Link" or a million other better choices.

Somehow the name Boost Charge is lamer than CUKTECH.

The name is the best part. I'm getting this just because of the name.
